I picked up the Collection 2000 Extreme 24 Hour Felt Tip Liner in black last month and have been playing with it on and off. For the most part, I think it's great for the price. I can't remember exactly how much I paid for it, but I think it's £2.99 on some websites. I took some photos to show you all. Below we have a thin line and a thick line for comparison.
Please excuse the eyebrows in the close up photos below! I have since tidied them up and they didn't look this bad in person, just in photos! Anyway, below is one of my eyes lined halfway along the lashline. This is great for work since it's not too dramatic. What I loved about the felt tip liner was that you can be really accurate and careful, especially when doing the point of the wing.
Below, I was able to get really close to the lash line all the way along, making just a thin line with the pointiest part of the pen.

I made a thicker line below, just to see how it turned out.
You can also lie the tip of the liner horizontally along your eyelashes and drag it along the lash liner, to make a (hopefully) clean line.
The pigmentation is pretty good. I would usually go over it with a black matte eyeshadow like this one to make sure it's really dark, but for work, it's grand. I think this kind of product is great for someone learning how to use eyeliners without spending a lot of money. It comes in black, purple, blue and teal. I've my eye on the purple one next :)
As for the 24 hour claim? Who wears eyeliner for 24 hours?! I wore it to work one day and by the time I was coming home it had faded quite a bit. It came off easily with a face wipe. I've read a few blogs about it staining the skin but I didn't have that problem at all.
